Article XI, Section 3. Paragraph B. of the By-Laws of JCR state that “Any precinct which elects a JCR Officer, Elected Public Official or District Captain as a delegate to the County Assembly shall receive a bonus delegate to the County Assembly for each Officer, Elected Public Official, or District Captain so elected, in addition to the delegates otherwise allocated to the precinct.”
Therefore, if, and only if, the precinct caucus elects a JCR Officer, Elected Official, or District Captain as a delegate to County Assembly does the precinct get a bonus delegate. It is not an automatic appointment. It is very important that the caucus minutes reflect that the JCR Officer, Elected Official, or District Captain is elected as a delegate by a vote of the caucus. Some Elected Officials or District Captains may take for granted that they are being elected and not place their name in nomination as a delegate to County Assembly or may run only as an alternate to County Assembly either of which would NOT give rise to a bonus delegate for the precinct under the County By-Laws.
